Workplace harm costs New Zealand businesses billions of dollars a year. Under the Health and Safety at Work Act 2015, a business can be fined up to $1.5 million — and an individual officer up to $300,000 — for a failure that exposes someone to risk of serious injury or death, without WorkSafe needing to prove recklessness. If recklessness is proven, the maximum rises to $3 million for the business and $600,000 or five years' imprisonment for an officer.

Under the Health and Safety at Work Act 2015, every business (a "PCBU") must eliminate or minimise risks to workers and anyone else affected by the work, so far as reasonably practicable. This applies from your very first employee — there's no small business exemption, though what's "reasonably practicable" does scale with your size and resources.
